This display device has: pixel electrodes that are provided by a pixel unit; and insulating film that insulates the pixel electrodes from each other. The insulating film is formed in a protruding shape that is protruding more than the electrode surface between the pixel electrodes. This projection display device uses the display device as an optical modulation unit that modulates light emitted from a light source. In this display device manufacturing method, the insulating film is formed in the protruding shape between the pixel electrodes in manufacture of the display device having the pixel electrodes that are provided by a pixel unit, and the insulating film that insulates the pixel electrodes from each other.
