PROBLEM TO BE SOLVED: To provide a method for producing titanium oxide having excellent characteristics and its film, capable of adjusting pH of an aqueous solution containing a fluoro complex compound ion. SOLUTION: In this method for precipitating titanium oxide by adding a fluorine scavenger to an aqueous solution containing a fluoro titanium complex ion, the fluoro titanium complex ion is formed by the formula TiO2+6 HF→TiF62-+2H2O+2H+ and the solution containing the fluoro titanium ion contains an alkali reagent. The fluorine scavenger is added to the aqueous solution containing the fluoro titanium complex ion to give an aqueous solution, in which a substrate is immersed, to form a titanium oxide thin film on the substrate.
