PROBLEM TO BE SOLVED: To provide a rubber composition for a carcass ply or band retaining characteristics required for the rubber composition of the carcass ply or band such as adhesion property with tire cords, durability such as rubber strength and process passability while reducing the used amount of raw materials derived from petroleum resources; and a pneumatic tire having the carcass ply or band using the composition. SOLUTION: This rubber composition for the carcass ply or band includes 20-80 pts.mass silica to 100 pts.mass rubber component composed of 5-70 pts.mass liquid rubber and 95-30 pts.mass solid rubber component, wherein the solid rubber component includes a natural rubber component consisting of at least either of natural rubber or modified natural rubber within a range of 30-100 pts.mass.
