PROBLEM TO BE SOLVED: To reduce the load of batch in broadcasting of voice of a fixed form message on a network 103. SOLUTION: When a fixed form message function is selected through a key input unit 203 of one terminal 101, a PoC server 102 is accessed to acquire a list of fixed form messages, and the acquired list of fixed form messages is displayed on a display unit 202 of the terminal. When a fixed form message is selected from the list of fixed form messages displayed on the display unit of the terminal through the key input unit of the terminal, the PoC server is made to transmit an identification number signal of the selected fixed form message, the fixed form message corresponding to the identification number of the identification number signal is taken out of a fixed form message storage unit 301 of the PoC server and converted into voice data by a voice converting unit 302 of the PoC server. Then a voice synthesizing unit 204 of the terminal is made to synthesize voice of converted voice data of fixed form messages each received from the PoC server by a plurality of other terminals other than the terminal.
