PROBLEM TO BE SOLVED: To generate an appropriate interpolation value even if color filter arrangement causes an interpolation direction to be ambiguous in demosaic processing. SOLUTION: A peripheral region vertical variation amount detection section 211 and a peripheral region horizontal variation amount detection section 212 detect the amount of a change in each direction of a pixel value in the peripheral region of a pixel to be interpolated. An outer periphery region vertical variation amount detection section 221 and an outer periphery region horizontal variation amount detection section 222 detect the amount of a change in each direction of the pixel value in the outer periphery region of the peripheral region of the pixel to be interpolated. Adders 231, 232 output amounts of changes in an expansion region obtained by adding peripheral and outer periphery regions. An expansion region correlation degree determination section 250 determines the degree of correlation to each direction of the pixel value in the expansion region. A correlation degree selection section 270 selects the degree of correlation according to the determination result of an expansion determination section 260.
