PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which can prevent rising of residual potential and the occurrence of image fuzziness by satisfying both of improving conflicting characteristics such as rising of residual potential and the image fuzziness occurring on a particle-containing protective layer, and has the protective layer excellent in wear-resistant characteristic without causing a crack or the like, and to provide a process cartridge and an image forming apparatus using the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photoreceptor layer and the protective layer on a conductive base, the protective layer comprises a resin and inorganic particles which satisfy the relation (1).ε1in the relation (1) denotes a dielectric constant of the resin,ε2denotes a dielectric constant of the inorganic particle and [C] denotes a volume fraction of the inorganic particle in the whole protective layer.
