Disclosed are a touch panel and a display device. The touch panel comprises a glass substrate (10) and a conductive film (20) arranged on the glass substrate. The conductive film (20) comprises a base material (21) and a conductive layer (22) disposed on the base material (21), the conductive layer (22) comprises first conductive patterns (221) and second conductive patterns (222), the first conductive patterns (221) and the second conductive patterns (222) are respectively formed by a plurality of meshes consisting of crossed conductive wires, wherein the first conductive patterns (221) are of an X-shaped structure, and the plurality of first conductive patterns (221) are arranged in the form of an array; areas surrounded by the plurality of adjacent first conductive patterns (221) are formed into the second conductive patterns (222), the second conductive patterns (222) are adjacent to and insulated from the first conductive patterns (221), and the plurality of second conductive patterns (222) are also arranged in the form of an array.
