PROBLEM TO BE SOLVED: To provide a large-scaled real-time remote monitoring system in which authentication data can be easily updated and managed and monitoring information can be exchanged at a proper rate. SOLUTION: The large-scaled real-time remote monitoring system 1 comprises: local monitoring units 10 installed at a plurality of places 18 to be monitored; a plurality of remote monitoring units 20 installed at places away from the plurality of places 18 to be monitored; a communication line 30 for connecting the plurality of local monitoring units 10 and the plurality of remote monitoring units 20; and an arbitration server 40 further connected to the communication line 30, wherein the arbitration server 40 includes a connection management function for managing the connection of the plurality of local monitoring units 10 and the plurality of remote monitoring units 20, and a traffic volume control function for monitoring and controlling the traffic volume of the communication line 30.
