PROBLEM TO BE SOLVED: To supply an operating power to an optical subscriber terminal, to monitor an operation state of the optical subscriber terminal, and to automatically transmit a monitor result to a center. SOLUTION: An electric TV signal from the optical subscriber terminal which converts an optical TV signal from a center device to the electric TV signal is inputted to an input terminal 12, and a TV signal is supplied from the input terminal 12 to an output terminal 14. An AC/DC power supply part 16 supplies the operation power for the optical subscriber terminal to the input terminal 12. The electric TV signal from the input terminal 12 and the power supply part 16 are monitored by a state monitor control part 28, and the monitor result is transmitted to the center device through a network.
