PROBLEM TO BE SOLVED: To provide a foamable flame retardant composition having excellent flame retardant effect and enabling the emission of smoke containing toxic gas to be reduced. SOLUTION: This foamable composition where an isocyanate, a polyol, etc., are mixed so as to form a foamable mixture comprises an aqueous film-forming inorganic compound and active carbon obtained by impregnating organic matter with the aqueous film-forming inorganic compound followed by carbonization as essential ingredients.
