Provided is a map drawing device (100) including an acquiring unit (101), a calculating unit (102) and a drawing unit (103). The acquiring unit (101) acquires construction information on the construction of a terrain or object (as will be called the "terrain object") to be drawn on a map. The calculating unit (102) calculates the progress of the construction of the terrain object from the construction information acquired by the acquiring unit (101). The drawing unit (103) draws the terrain object on a map in accordance with the progress calculated by the calculating unit (102). Thus, the terrain object is drawn on the map in accordance with the progress of the construction so that the preciseness of the map can be improved.
