PROBLEM TO BE SOLVED: To provide a developing roller that sufficiently prevents toner leakage without practical increase of drive torque of the developing roller, and also to provide a one-component developing device. SOLUTION: The developing roller for the one-component developing device rotates while sliding over the sealing member at both ends 11a and 11b of the roller, and thereby conveys toner held on the outer circumferential surface of the central part 12 of the roller, to a developing area. In the developing roller 1, the outer circumferential surfaces of both ends have resin coat layers 13. In the resin coat layer 13 at each end, its surface roughness decreases towards the corresponding end face 15 of the developing roller in the direction Z of the developing roller axis.
