PROBLEM TO BE SOLVED: To enable the determination of necessity for updating at respective positions in map data.SOLUTION: A position measurement section 128 of an on-vehicle device 12 measures the position of a self vehicle. A travel position identification section 130 identifies the travel position of the self vehicle on map data on the basis of the measured position of the self vehicle and the map data. A position error measurement section 132 calculates error information expressing a difference between the measured position of the self vehicle and the travel position. A communication section 134 transmits the error information and the position information to the server 14. A communication section 140 of the server 14 receives the transmitted error information and position information. An error registration section 142 stores the error information in an error database 144 by association with the received position information. A priority setting section 148 sets priority corresponding to the position information for each piece of position information on the basis of the error information stored in the error database 144.SELECTED DRAWING: Figure 1
