PROBLEM TO BE SOLVED: To provide a sheet manufacturing device capable of securely fitting punched waste through a discharging route and preventing the punched-out waste from falling and entering manufactured goods. SOLUTION: This device is provided with a first rotary die cut part 13 forming a subsidiary cut in an area in which a punched-out part is formed, and a second rotary die cut part 14 forming the punched-out part by punching out the area formed with the subsidiary cut and provided with the discharging route through which the punched waste of the punched-out area is fitted.
