PROBLEM TO BE SOLVED: To provide a dust preventing agent and a dust prevention method capable of preventing the occurrence of a dust by incineration ash and fly ash even during the loading work, transportation work or landfill work using a heavy machinery. SOLUTION: The occurrence of a dust is prevented by adding a prescribed amount of water 2 to an incineration ash 1 formed in an incineration facility, etc., adding a dust preventing agent 3 composed of a reverse emulsion-type polymer coagulant prepared by dispersing a water-soluble polymer in its oil phase, and granulating the resultant product.
