PROBLEM TO BE SOLVED: To provide a semiconductor memory information accumulation device and a writing section decentralization method for allowing the selection of an unused block in real time during the writing operation of material data. SOLUTION: The semiconductor memory information accumulation device registers blocks in use in a using-list 412 when the blocks of an accumulation part 1 are in use, and when the blocks are not used, registers blocks with the number of writing equal to the maximum number of use in a free-high list 413 and registers blocks with the number of writing smaller than the maximum number of use in a free-low list 414. Among the unused blocks registered in the free-low list 414, a block for writing is selected and the material data are written in it. At the deletion of the material data from the block, the block is registered in the free-high list 413 or the free-low list 414 according to the number of writing and the maximum number of use.
