PROBLEM TO BE SOLVED: To provide a method for evaluating the state of a horny layer further easily.SOLUTION: A solution of a water-soluble dye is brought into contact with a horny layer sheet and the staining or fluorescence intensity is measured, thereby enabling easy evaluation of the state of a horny layer. Further, a method for evaluating the horny layer improving effect of a cosmetic preparation or a cosmetic procedure is provided by applying the method for evaluating the state of a horny layer with a water-soluble dye.
