PURPOSE: A system and a method for offering a lottery ticket depending on a card use result are provided to integrally issue/manage the lottery ticket regardless of a card sort or a card provider by issuing the lottery ticket when a user uses a card. CONSTITUTION: A relay company server(10) includes the first controller storing/updating/controlling the received data, the first transmitter transmitting the data to card terminals(40) and servers, and a matching operator judging the lottery ticket issuance depending on the card use result of the user. A card company server(20) comprises the second controller storing/updating/controlling the received data, the second transmitter transmitting the data to the card terminal and the servers, and a transaction approver operating a card use approval depending on the credit and a transaction price of the user. A lottery ticket provider server(30) comprises the third controller storing/updating/controlling the received data, the third transmitter transmitting the data to the card terminal and the servers, and a lottery ticket operator operating a lottery ticket number, and a winning number operator operating a winning lottery ticket number from the issued lottery tickets.
