PROBLEM TO BE SOLVED: To provide a manufacturing method for productively manufacturing a printing blanket which has the excellent smoothness of the surface, and in addition, of which the precision of the thickness has further been improved, and which has a surface printing layer having a uniform thickness. SOLUTION: A base material on one surface of which liquid-form silicone rubber is applied is closely joined to the surface of a surface plate which is composed of a porous body, and of which the surface is made into a flat surface by decompression-sucking the base material through pores of the porous body. In this state, the applied film is horizontally held, and made to keep self leveling. At the same time, the surface printing layer is formed by hardening the silicone rubber.
