<p>Disclosed is a fuel cell comprising a cathode catalyst layer (2) containing cathode catalyst particles and a proton conductive resin, an anode catalyst layer (3), and a proton conducting membrane (6) arranged between the cathode catalyst layer (2) and the anode catalyst layer (3). The cathode catalyst particle content in the cathode catalyst layer (2) is substantially equal in a first surface which faces the proton conducting membrane (6) and a second surface which is opposite to the first surface. Meanwhile, the proton conductive resin content in the cathode catalyst layer (2) increases from the second surface toward the first surface.</p>
