Underwater pipeline for petroleum products where the pipe containing the oil is enclosed with a service line in a tubular envelope filled with lighter-than-water thermal insulation. The envelope is pierced with holes to allow the filling to be bathed in water at the same hydrostatic pressure as outside. Underwater pipeline for carrying petroleum products, with at least one pipe (21, 22) for such products and a tubular protection envelope (1) through which the pipes pass. The envelope is filled with a thermally insulating material (41, 42) mechanically resistant to the hydrostatic pressure of the underwater site where the pipeline is installed. The filling is made of a material lighter than water and bathes in water inside the envelope at the same pressure as the external hydrostatic pressure. The envelope is pierced with holes (71, 72, 73) to allow the water to flow through it. The filling is hollow over at least one extended passage (61, 62) through which the pipe passes. This passage is also at the same pressure and is shaped to accept a service line as well. The service line (31, 32) is a conduction heating line for the pipes, supplies energy to the underwater wellhead or is a control line to the wellhead. The filling is made of groups of complementary shells butted against each other. The shells in one group have grooves hollowed into them to form the passage. The filling is a syntactic material, composite material, rubber, neoprene or a material with honeycomb structure. The envelope is made of PVC or glass fiber reinforced plastic.
