PROBLEM TO BE SOLVED: To generate fine and complicate data necessary for each software constituting a monitor and control system under the consideration of a relation among facilities constituting a plant. SOLUTION: A conversion rule base 34 in which rules relevant to a facility group constituted of a plurality of facilities fulfilling a certain relation is read, and whether or not the facility group corresponding to the rule is described in a facility graph 32 in which the constitution of the facilities in a plant being the target of a monitor control system and the inter-facility relation are described is judged. When the inter-facility relation is matched, data for the monitor control system for specifying the application of the rule to the pertinent facility group are generated by a data generating function 35.
