PURPOSE: A late transition metal catalyst having £N,X| ligand is provided to produce a cyclic olefin polymer having a low dielectric constant and hygroscopic property, a high glass transition temperature, excellent stability against heat and oxidation, excellent chemical resistance, toughness, metal adhesion and optical properties. CONSTITUTION: The late transition metal catalyst having £N,X| ligand for preparing a cyclic olefin polymer is represented by the chemical formula 1 or 2, wherein each of R1 to R7 is independently or simultaneously hydrogen; C1-C20 linear or branched alkyl, alkoxy, alkoxysilyl, alkylperoxy, alkylcarbonyloxy, aryloxy, aryloxysilyl, alkenyl or vinyl; C5-C12 cycloalkyl non-substituted or substituted by a hydrocarbon; C6-C40 aryl non-substituted or substituted by a hydrocarbon; C7-C15 aralkyl non-substituted or substituted by a hydrocarbon; C3-C20 alkynyl; or a halogen, in which R1-R7 may be bonded each other selectively to form a C2-C10 alkylidene group, a C4-C12 saturated or unsaturated cyclic group or a C6-C17 aromatic group; X is O, S, NR or PR in which R is a C1-C20 alkyl; and M is a metal selected from the metals of group VIII in the periodic table.
