PROBLEM TO BE SOLVED: To provide an oil controller which can be inexpensively and efficiently manufactured and can be easily deformed. SOLUTION: The oil controller is built in a system for sealing the passage of a rotary shaft penetrating through an opening and provided with annular members for rotating together with the shaft, and the annular members are arranged at every circumferential distance and has passages 24, 25 to separate the fluid from the shaft by the centrifugal force when the shaft rotates and the passages 24, 25 are formed of grooves opened over these lengths.
