PURPOSE: A system and a method for a commercial transaction using an uninscribed prepayment card based on a smart card are provided to fundamentally block the outflow of user information, prevent forgery/alteration, and freely transfer value on on/offline when the uninscribed prepayment card is used as a settlement tool. CONSTITUTION: A user terminal(23) is connected to the Internet network(21). A card terminal(23a) reads/writes the information of the uninscribed prepayment card by connecting to the user terminal. An online member shop terminal(25) transmits the settlement request information including the settlement price matched with the purchase request information from the user terminal. An issuance company management system(27) settles the value by receiving the value matched with the settlement price and the member shop ID information from the card terminal, and outputs the account transfer information for depositing the cash matched with the settled value to an account of the online member shop. A bank server(29) transfers the cash to the account of the online member shop by responding to the account transfer information inputted from the issuance company management system.
