PROBLEM TO BE SOLVED: To make equal the transmission chances of the data of a plurality of communication terminals sharing a transmission path without decreasing the through-put of the transmission path. SOLUTION: A base station 30 counts the number of communication terminals 40 present in a basic server area 35, and decides a back-off time since a frame is transmitted from each communication terminal 40 to the base station 30 until the next frame is transmittable according to the counted number of terminals. The base station 30 transmits information related with the decided back-off time to the basic server area 35 by including it in a beacon, and the communication terminal 40 sets the back-off time according to the information included in the received beacon, and transmits data to the base station 30 according to the back-off time.
