PROBLEM TO BE SOLVED: To realize a natural terrain model from which an unsuitable flat land is removed simply and at a low cost. SOLUTION: The center line in an area forming a flat land is calculated by an initial TIN, each height of the starting point, the ending point and the middle point of each center line branch B1 forming the center line is obtained, and TIN is reconstructed using the above heights and the height of each break point on a contour line. In the reconstructed TIN, a number of triangles in which at least one of three apexes has a different height are finely generated in the area forming the flat land, whereby the terrain model can be interpolated by the TIN.
