PROBLEM TO BE SOLVED: To provide a deflecting device in which the heat release effect of a polygon motor is enhanced without furnishing a heat release plate and a cooling fan, and to provide a scanning optical device furnished with the deflecting device. SOLUTION: In the deflecting device which is composed of a circuit substrate 1, a fixed shaft 2, a motor rotor 3 and a polygon mirror 13, the fixed shaft 2 is passed through the circuit substrate 1 and fixed. The ring-shaped motor rotor 3 is rotatably fitted to the fixed shaft 2 which serves as the supporting shaft of the rotor. The polygon mirror 13 consists of mirrors on the side face, is fitted to the motor rotor 3 by a through hole opened on the central part, and further fixed to the motor rotor 3 with a mirror pressing ring 4. The fixed shaft 2 has a hollow pipe-shaped structure and is communicated with the outer space through opening parts 2a and 2b. Thus, the heat generated by the rotation of the motor rotor 3 is conducted from the inner wall face of the fixed shaft 2 to the inner space, and further, released to the outer space via the opening parts 2a and 2b.
