PROBLEM TO BE SOLVED: To obtain a high-bulk-density detergent having a lowered content o coarse particles causing poor solubility and having good powder properties by mixing a powder which forms a detergent composition with a liquid component by agitation with a member rotating about the axial center in a container and granulating the mixture while introducing a gas into the distribution region of the mixture along the direction of the rotation of the rotary shaft. SOLUTION: A horizontal granulator 1 is provided with a container 2 for a starting material. The container 2 has a horizontal center of an axis cylindrical container body 2a, a hopper for a starting material, and a discharge section 2c and a gas discharge section 2d for the obtained granules. Six agitating members 4 are provided in such a manner that they together with the rotation shaft 3 rotate in the direction of an arrow 100. It is also possible that arms 5 are provided with six flow direction changing members 7. A dash and double dotted line 200 shows the distribution region of the mixture during tumbling by agitation. The gas injected from a gas injection port 21a advances toward the front side of the direction of rotation. To supply the liquid component, three pipes 31 are provided.
