PROBLEM TO BE SOLVED: To make it possible to attain save energy and to make it possible to deal with an actual sales situation where sales are busy for a short time. SOLUTION: Plural operation modes including a minimum capability operation mode and a maximum capability operation mode, sales achievement and a time-band sales frequency are stored in a storage part 64. Normally, a sales frequency per unit time is decided at every prescribed time, the operation mode in accordance with the sales frequency is decided and operation is performed in the decided operation mode. Also, from the sales frequency of different time- band, a peak time-band where sales are busy for a short time is predicted, operation is performed by the maximum capability operation mode in accordance with the peak time-band.
