The at least one memory and the computer program code are configured to, with the at least one processor, cause the management system to at least perform the steps of: receiving direct input from a one or more users concerning conditions of a loss of primary containment event “LOPCE” at an industrial location, consulting a one or more outside inputs concerning the LOPCE, diagnosing a condition of the industrial location based on the direct input and the one or more outside inputs, optimizing the industrial location based on the condition of the industrial location, and providing a one or more tools for managing the industrial location. The LOPCE comprises an active event, a possible event and/or a past event at the industrial location or similar locations.
