It is difficult to install, in terms of privacy protection, CCTVs or the like which can obtain spot information in order to cope with violence or crime which occurs or is expected to occur at a blind spot (an enclosed space, a secluded space, a restroom, a vacant lot, and a playground) or the like, thereby resulting in the violence or crime being left as it is. The present invention relates to a system which recognizes, determines, and processes the occurrence of violence or crime, and which is capable of obtaining spot information that occurs or is expected to occur at the blind spot while protecting the privacy. The system for recognizing, determining, and processing the occurrence of violence or crime, according to the present invention, determines, while processing voice or other information generated at the spot of the violence or the crime such that identity with respect to the information is hidden, an emergency situation by comparing information received in real time, on the basis of a value for a violence or crime-related contour-extracted video and a similar behavior video, and a violence or crime-related voice information determining reference value. The violence or crime-related video and voice is obtained, such that violence or crime situation can be determined, through much repeated trial and error for video, acquired by a contour extraction method, about movement in a spot, and is stored in a database; induces, when the emergency situation is confirmed, stopping an act of violence or crime by performing a warning broadcasting using content which is extracted from the database and has spot situation-matched content and voice tone; stores the emergency situation content (the violence or crime-related contour-extracted video and the violence or crime-related voice information) in the database; and enables a manager and a jurisdiction department to be dispatched to the spot and cope with a crisis in addition to transmitting the content to the manager and the jurisdiction department so as to determine the emergency situation. |
