The present invention relates to a semi-solid state polymer emulsifier which can stabilize an oil-in-water emulsion. According to the present invention, a polyglycerol-poly(ε-caprolactone) block copolymer uses little energy for homogenization and can easily form a nano-emulsion. Further, the block copolymer can stabilize the formed nano-emulsion for a long period of time, and thus can be used to a cosmetic product or a medicine.
