PROBLEM TO BE SOLVED: To enable execution of carrier aggregation even when a UE having a CA function originates or terminates a call in a CA non-corresponding eNB.SOLUTION: In a base station, the carrier aggregation handling capability of a mobile terminal in a mobile communication system is determined on the basis of the combination of a carrier aggregation function notified from the mobile terminal and carrier aggregation bands supported in the mobile communication system. When the mobile terminal has the carrier aggregation handling capability, cells capable of executing carrier aggregation after band distribution execution are searched on the basis of the carrier aggregation function of the mobile terminal and the overlay cell environment of the cell where the mobile terminal exists, and the band distribution destination cells of the mobile terminal are determined from among the searched cells capable of executing the carrier aggregation, and band distribution handover to the determined cells is executed. |
