PROBLEM TO BE SOLVED: To suppress an increase of output data encoded without compression in video encoding depending on the increase of pixel bit length and non-compression encoding.SOLUTION: A video decoder includes: entropy decoding means for entropy-decoding conversion data of an image, which is included in a bit stream; non-compression decoding means for non-compression-decoding data encoded without compression in the image, which is included in the bit stream; pixel bit length increase means for increasing the pixel bit length of the data decoded without compression; and decoding control means for controlling the entropy decoding means and the non-compression decoding means. The pixel bit length increase means arranges the pixel bit length of the image corresponding to the input data of the non-compression decoding means to the pixel bit length of the image corresponding to the input data of the entropy decoding means.
