PROBLEM TO BE SOLVED: To provide an excellent electrophotographic developing roller having high interlayer adhesion between a conductive shaft body and a cover layer, preventing peeling of the cover layer even when a large number of sheets (for instance, 5,000 sheets) are printed and providing a high-quality print image without an image defect in a halftone image part. SOLUTION: In the electrophotographic developing roller configured in such a manner that the cover layer having at least a conductive agent and a resin is directly formed on the circumference of the conductive shaft body, the base material of the conductive shaft body is free-cutting steel and the surface of the conductive shaft body is covered with a plated layer formed by an electroless plating method.
