PURPOSE: A cosmetic composition for preventing skin aging is provided to largely increase skin penetration effect and maximize the effect of active ingredient. CONSTITUTION: A cosmetic composition for preventing skin aging contains fermentation ingredient. The fermentation ingredient is obtained by hot water extraction of herb mixture comprising Angelicae gigas, Lycii Fructus, and Cuscuta australis and fermentation using fermentation microorganism. The herb mixture extract fermentation ingredient is contained in 0.0001-30 weight% based on the total weight.
