PROBLEM TO BE SOLVED: To reduce access time to information recorded on an information recording medium. SOLUTION: A recorder 1 is equipped with a transmitting/receiving section 27 for receiving at least one piece of extracted information read as at least a part of registered information that is recorded on a ROM layer, and a recording control section 25 for recording the extracted information received by the transmitting/receiving section 27 on an RE layer. The player 2 is equipped with a playback control section 51 for reading at least a part of the registered information that is recorded on the ROM layer, and a transmitting/receiving section 57 for transmitting the extracted information read by the playback control section 51 to the recorder 1 for recording it on the RE layer.
