Provided is an emergency alert message receiver and transmitter for digital terrestrial television broadcast. The transmitter (1) includes an emergency alert message data converting unit (2) for converting emergency alert message data into a predetermined format, an error detection parity calculating unit (3) for calculating an error detection parity bit corresponding to the converted emergency alert message data, an error correction code calculating unit (4) for calculating an error correction code and adding it to the emergency alert message data and the error detection parity bit, a broadcast TS re-multiplexing unit (5) for multiplexing the emergency alert message data, the error detection parity bit, and the error correction code in a predetermined transport stream so that they are modulated into a transmission control signal, and an ISDB-T modulating unit (6) for modulating the broadcast transport stream generated by the broadcast TS re-multiplexing unit (5) into an ISDB-T modulating wave.
