PROBLEM TO BE SOLVED: To enable a lighting device to perform double-sided illumination using an artificial light source and also perform double-sided illumination using a self-light-emitting function of phosphorescent material.SOLUTION: A lighting device 1 comprises: a first light control layer 2 including a light emitting section 3 for emitting light to a pair of main surface directions, a first base section including a plurality of first grooves arranged apart from each other along one surface, and a plurality of first louver sections formed by filling light control material including phosphorescent material in the plurality of first grooves; and a second light control layer 4 including a second base section that is arranged opposite to the first light control layer on the basis of the light emitting section, and includes a plurality of second grooves arranged apart from each other along one surface, and a plurality of second louver sections formed by filling light control material including phosphorescent material in the plurality of second grooves.
