This mixture-forming device is provided with: a heater (4) for heating a supplied liquid (L); a first heat exchanger (3) for heat exchange of the liquid (L) heated by the heater (4); a milk-preparing unit (5) for mixing powdered milk with the liquid (L) that has been heat-exchanged in the first heat exchanger (3) to form milk (M); and a second heat exchanger (60) for heat-exchanging the milk formed by the milk-preparing unit (5). Provided thereby are a mixture-forming device and a mixture-forming method, which are able to automatically perform steps for mixing a heated liquid with a mixture starting material to form a liquid mixture and cooling said liquid mixture to an appropriate temperature. |
