<p><P>PROBLEM TO BE SOLVED: To provide a coating material composition which can be easily and surely applied to a substrate particularly difficult to coat. <P>SOLUTION: The coating material composition includes water, a hydrocarbon surfactant, a fluorocarbon surfactant and a binder component.
