PROBLEM TO BE SOLVED: To shorten an access cycle time in a semiconductor memory performing automatic refresh operation. SOLUTION: The semiconductor memory performs access operation to any of two or more memory blocks in response to an access request supplied externally. In this case, a memory controller performs access operation to any of the memory blocks and refresh operation to at least one of the memory blocks which does not perform the access operation in response to the access request. Thus, the memory controller can carry out the refresh operation during the access operation without a conflict between the access operation and the refresh operation.
