<p><P>PROBLEM TO BE SOLVED: To excellently restrain exhaust gas sensor elements from breaking by submerge of water in an internal combustion engine equipped with a particulate filter and an exhaust gas sensor sequentially from an upstream side in an exhaust gas passage with respect to an exhaust emission control device of the internal combustion engine. <P>SOLUTION: The exhaust emission control device of an internal combustion engine is equipped with a particulate filter (a PM filter) 18 for collecting particulate matter PM in the exhaust air passage 12 of the internal combustion engine 10. The PM filter 18 is equipped with a plurality of internal passages 28, 30 formed in a flowing direction of the exhaust gas by a partition wall 26 having slits on its surface and in its inside. Further, the PM filter 18 is equipped with a clogging member 32 for clogging a downstream-side end of the internal passages 28 and a clogging member 34 for clogging an upstream-side end of the internal passages 30.
