The device has two semi-circular metal plates (1) interconnected by a cylindrical rod (2) that passes through the plates along a longitudinal direction to allow the plates to rotate with respect to each other. Two horizontal tubes (4) are provided at one side of the rod, and a recess (5) is provided at another side of the rod to form a ring (6) with diameter of 8 mm. The ring is positioned between a filter and tobacco in a cigarette such that small holes are formed by the ring to perforate a cigarette paper for allowing air to enter.
