transmitting by a mobile station an emergency services call; receiving by the mobile station one or more Radio Resource Location Services protocol (RRLP) assistance data messages in response to the emergency services call, the one or more RRLP assistance data messages comprising
a first segment, the first segment including a reference information and a vehicle position information of a first satellite, the reference information including a satellite time of the first satellite and a coarse location estimate for a current position of the mobile station, wherein the satellite time and the coarse location estimate precede the vehicle position information of the first satellite in order of arrival at the mobile station.
