1. A method comprising:
determining expected terrestrial signal identifiers for a billing address of a fixed user device at a head end; receiving a plurality of received terrestrial signals at the fixed user device, each of the plurality of the received terrestrial signals having one of a plurality of received terrestrial signal identifiers identifying a respective source of each of the received terrestrial signals; communicating the expected terrestrial signal identifiers to the fixed user device from the head end; storing the expected terrestrial signal identifiers in a memory of the fixed user device; comparing the expected terrestrial signal identifiers to the plurality of received terrestrial signal identifiers; and denying the fixed user device from accessing satellite signals in response to comparing.
