The present invention relates to a microbial agent with phosphate-solubilizing fungus for ameliorating soil with excessive salts as an active ingredient and a manufacturing method thereof. The present invention is excellent in inducing effect of soil-amendment and increase in crop yield by providing culture materials to be easily cultured by mixing the phosphate-solubilizing microbial agent in water at constant temperatures with no need of any special tools wherein the phosphate-solubilizing microbial agent is manufactured by mixing nutrient supplements source of microbes such as yeast, amino acid, vitamins, inorganic materials, and carbohydrate into the phosphate-solubilizing fungus.
