A base station device which divides a message into data of a size enabling transmission to terminal devices and which transmits the divided data by broadcasting to all terminal devices under the base station device, wherein the base station device comprises: a wireless utilisation rate calculation unit that calculates a wireless utilisation rate on the basis of the number of times the divided data are repeated and a transmission cycle of the data, said wireless utilisation rate indicating the ratio of the time required to transmit one message relative to a transmission cycle of messages if the message is repeatedly transmitted; and a transmission determination unit which establishes a transmission schedule for the data on the basis of the wireless utilisation rate. |
