<p><P>PROBLEM TO BE SOLVED: To improve circulation of developer. <P>SOLUTION: A developing device 20b of an image forming device comprises: a housing 217; developer stored in the housing so that the height of powder surface based on the bottom surface of the housing is in the range from a first value to a second value; a developing roll 214; and a paddle 213 composed of a rotating shaft and a vane provided in the rotating shaft and conveying the developer toward the developing roll. The rotating shaft 213a is located in a position lower than the first value.
